OSHA'S INSPECTIONS AND ENFORCEMENT
ENFORCEMENT Final numbers are in: OSHA conducted 39,167 inspections in fiscal year 2004 ending September 30 - including more than 300 under the new Enhanced Enforcement Program (EEP) that focuses on employers who repeatedly ignore their safety and health obligations. OSHA's goal for the year was 37,700 inspections. The fiscal year '04 total was down slightly from 2003, when 39,817 inspections were carried out.

COMPLAINTS TRIGGER 20 PERCENT OF INSPECTIONS
About one in five inspections (20.5 percent) responded to complaints. Compliance officers also investigated slightly more than 1,000 fatality cases.
OSHA completed 2,944 inspections within industries identified with high injury and illness rates - Landscaping and Horticultural Services; Oil and Gas Field Services; Fruit and Vegetable Processing; Blast Furnace and Basic Steel Products; Ship and Boat Building and Repair; Public Warehousing and Storage; Concrete and Concrete Products.
Inspectors cited 86,708 violations of OSHA standards and regulations during FY '04, an increase of 3.8 percent over the previous year. Willful violations (462) accounted for .005 percent of the total.
Bottom line: Despite a retreat on standards-setting, OSHA still makes an example of companies that willfully ignore safety and health obligations.
